## Text

No act or proceeding of the Council or the Executive Committee or any other committee shall be invalid merely by reason of-- (a) any vacancy in, or defect in the constitution of, the Council, the Executive Committee or any other committee, or (b) any defect in the election or nomination of a person acting as a member thereof, or (c) any irregularity in procedure not affecting the merits of the case.
