Model Concession Agreement The Authority may adopt the Model Concession Agreement (MCA) of the Planning Commission or adopt its own MCA for particular projects. This MCA shall form only the basis of negotiations with the agencies, the Authority may deviate from the Model on an individual basis depending upon the merits of each case
