"Notwithstanding anything contained in the other provisions of this Act, the State Government may, by notification with effect from such date as may be specified in such notification, declare all lands held by under-raiyats in any local area to be their non-resumable lands and the provisions of Sections 126 to 130 shall, as for as may be, apply to such lands".
