If any difficulty arises in given effect to any provision of this Act, the government may, as occasion requires, take any action not inconsistent with the provisions of this Act which may appear to it necessary for the propose of removing the difficulty. General power to make rules 197 without prejudice to any power to make rules contained elsewhere in this Act, the State government may, by notification in the Official Gazette, make rules generally to carry out the purpose of this Act. 1.
