Summary of the Andhra State Act, 1953

The Andhra State Act, 1953 (Act No. 30 of 1953) was enacted to create the State of Andhra by separating the Telugu-speaking areas from the erstwhile State of Madras. It marked the first major reorganization of a State in independent India on a linguistic basis and came into force on 1 October 1953.

Objectives

• To establish a separate State of Andhra for the Telugu-speaking population.

• To redefine the territorial boundaries of the States of Andhra and Madras.

• To provide for the administrative, legal, financial, and institutional arrangements necessary for the formation of the new State.

• To ensure an orderly transition of governance following the reorganization.

Key Provisions

• Constituted the new State of Andhra by transferring specified Telugu-speaking districts from the State of Madras.

• Defined the territorial boundaries of the newly formed State and the residual State of Madras.

• Designated Kurnool as the capital of the State of Andhra.

• Provided for the allocation of assets, liabilities, government employees, records, and public institutions between the two States.

• Made provisions relating to representation in Parliament and the State Legislature, the jurisdiction of the High Court, and the continuation of existing laws until altered or repealed by the competent legislature.
