TO CONSOLIDATE THE PLAN PREPARED BY THE PANCHAYATS AND THE MUNICIPALITIES IN THE DISTRICT AND TO PREPARE DRAFT DEVELOPMENT PLAN FOR THE DISTRICT AS A WHOLE.
