Government of India Ministry of Home Affairs (Police Modernization Division) Jaisaimer House, 26, Man Singh Road, New Delhi, dated the 11 th January, 2018 To The Controlling Authorities (under PSAR Act, 2005) of ' all the States and Union Territories (as per list).
Subject:- Clarification, regarding training under Private Security Agencies (Regulation) Act,2005 [PSAR Act].
Sir, I am directed to state that Controlling Authority (under PSAR Act), Delhi vide letters dated 19/07/2017 and 24/08/2017 has brought to the notice of this Ministry that States refuse to accept training certificates issued by the training centres of other States.
2. In this regard, it is clarified that Private Security Agencies (Regulation) Act, 2005 does not restrict trained guards from being employed/engaged in other States. The training certificates issued to the guards/supervisors from training centres in one State may therefore be accepted in other States also.
