Most Urgent From, Manoj Kumar Singh Additional Chief Secretary Government of Uttar Pradesh.

To, All District Magistrates, Uttar Pradesh.

Revenue Section-11 Lucknow: Dated 08 July, 2021 Subject: Regarding providing ex-gratia assistance to dependents of persons deceased due to rabies. Sir, With reference to Government Order No. 2030/20/11-2018-4(05)/2015 dated 02.08.2018, rabies has been declared a State Disaster, and in case of death due to rabies, provision has been made to provide ex-gratia assistance of ¥4.00 lakh to the dependents of each deceased person. 2 It has come to the notice of the Government that for certifying death due to rabies, viscera examination of the deceased is being conducted and ex-gratia assistance is not being provided to the dependents in time while awaiting the viscera report. As per the State Medico-Legal Cell, there is no necessity of preserving viscera in rabies cases for sending reports, and they have clarified that rabies is not confirmed through viscera examination.

3 On the advice of the State Medico-Legal Cell and considering that viscera reports are not useful in confirming death due to rabies, it has been decided that in order to provide ex-gratia assistance to the dependents of persons deceased due to rabies, the following prescribed procedure shall be followed:

(1) Panchnama of the case shall be registered.

(2) Post-mortem of the deceased shall be conducted.

(3) After post-mortem, there is no requirement to preserve viscera of the deceased.

(4) In case of death due to rabies, ex-gratia assistance shall be provided to the dependents of the deceased within a maximum of 07 days.

4 Therefore, I am directed to request that in cases of death due to rabies, while following the above procedure, ensure that cases related to providing ex-gratia assistance to the dependents of the deceased are disposed of within 07 days.
