(2) They shall come into force: on the date of th::ir pubficution in the Official Gazette.
After rule 17 of the Seeds Rules, 1968, the following rule ~hall be inserted, namely :- " 17-A. The Certification agency shall, before granting the certificate, ensure that the seed confo1m~ to the standards I:.iid down m the Manual known as "Indian Minimum Seed Cerification Standard~" published by tho Central Seed Committee, a~ amendi!d from timo to time.''
