“The said list of teachers cannot be confined to the number of sanctioned posts in the College because for absorption of the services of teachers approval of the Bihar State University (Constituent College) Service Commission’s necessary and the possibility of such approval being refused by the said Commission in respect of a teacher cannot be excluded.” “The members of the staff in various affiliated colleges identified and named in list No.
(1) being appointees against the sanctioned posts shall be absorbed and formal order to that effect shall be issued by the Universities concerned.”
