Section 11
Section 11 of the Durgapur ( Development And Control Of Building Operations ) Act, 1958. Any person who undertakes or carries out the development of any site or erects any building in contravention of the provisions of section 5 shall, without prejudice to any action that may be taken under section 7, be punishable with fine which may extend to one thousand rupeee.

(2) Any person who, without lawful excuse, obstructs the Authority or person or officer, as the case may be, in the exercise of the powers conferred upon it or him, under sub-section (1) or sub-section (2) of ssction 9 shall be punishable with fine which may extend to five hundred rupees.
(3) No Court inferior to thet of a magistrate of the first class shall try an offence punishable under this section.
(4) No prosecution for any offence punishable under this section ehall be instituted except with the previous sanction of the State Government or an officer authorised by the State Government in this behalf.
