Section 19 of the Goa Public Libraries Act, 1993 deals with public Library Finance. The Government shall frame the annual budget of Public Libraries in the State within the broad frame work of the plan, and shall provide one per cent of the Education Budget for promoting the service of Public Libraries in the State.
