How an Act gets onto a shelf

This is a rules-based classification over the title of the Act, with the administering Ministry as a weaker second signal, and the rules are written out in full in scripts/build_db.py so you can see exactly which word put an Act where it is. An Act can sit under more than one subject, and an Act that matches nothing is left off rather than filed on a wrong shelf.

It is a finding aid, not a legal taxonomy. Where an Act belongs is often arguable, and nothing here turns on it.
