of those opens the instrument itself, not just a citation. The rest keep their citation, the Act they
were made under, the year and the Ministry, and link to the source document: a Gazette page is
bilingual and a good deal of the State material is published in Hindi only, so where a document
carried no usable English the entry says so rather than showing you an empty page.
